The ideas in detail:
Phone
Pros:
Most people has one.
It could be used in any shop.
Shops wouldn´t be able to influence it.
Shops wouldn´t have to do anything.
Since it would be online it would be easy and fast to update it.
Cons:
Installing software.
Making software work on a multitude of mobile phone models.
Either holding your phone in your hand all the time or picking it up all the time would be a hassle.
(Since it should be an online service, users would need to stay connected.)
Implementations:
Should be online due to storage reasons.
Based on an online server; possibly connecting to it with a computer as well.
Quick Shopper:
Pros:
Uses an existing device, which many people are accustomed to and which will spread regardless of us.
Since we´re targeting organized chains the shops would have a good database already.
With removing the latest scanned item: you might not have to modify the scanner.
From the supermarkets´ POV: won´t show items in other shops.
Cons:
With a "compare" button: would need to replace all existing devices.
Since we´re targeting organized chains we wouldn´t get every store.
With removing the latest scanned item: it´s a hassle for users.
The stands with the quick shopper would have to be replaced to give the new information.
Implementations:
Adding a "compare" button.
Do it without adding any buttons, either by modifying its behaviour or by removing the latest scanned item.
Could give the user the comparing output if the user scans an item for a little longer.
On the trolley/basket:
Pros:
From the supermarkets´ POV: won´t show items in other shops.
Wouldn´t need to carry around a device.
Cons:
With a scanner attached: can´t bring it around the shop freely.
All carts would have to be replaced/modified.
Implementations:
A scanner attached to the cart.
Separate device:
Pros:
Same as Quick Shopper: you can play with them as though they were guns.
Possibly independent of stores and chains; without giving them any chance to influence and without requiring much effort from them.
Owned device, update manually: device wouldn´t require an Internet connection.
Cons:
Same as Quick Shopper: it would be an additional device.
Stores might not like it and start blocking it.
Owned device, updated manually: users would have to put up an effort.
Implementations:
Same as the Quick Shopper: has a stand for a device.
Could be independent of stores and chains.
Could be a device owned by (sold, given to) the user, in which case the devices could be updated manually by the user or it could have an Internet connection.
A hat:
Pros:
Can keep your head warm.
Can be used as a basket.
Possibly independent of stores and chains; without giving them any chance to influence and without requiring much effort from them.

Labels on the shelves:
Pros:
It would not require any technology.
Would not require any user effort.
Stamped on the product: harder to cheat with and it would not require any effort from the store.
Cons:
Would have to replaced/put up manually.
Cannot be updated fast on a national basis.
Physical labels: Might be easy for stores to cheat with.
Stamped on the product: not all products would be included.
